摘要
在对塔里木河流域水资源分配的基本特征及现有水管理模式进行调查分析的基础上 ,深入剖析了水资源管理对该地区经济发展的严重制约以及在流域水管理中存在的要害问题。文中引入了水权、水权分配和水权交易等概念 ,对水分配管理机制进行了创新设计并初步探讨塔河流域水管理运行机制 ,提出了流域、地州、县乡等各层次的基于水权分配交易的“宏观调控”和“市场运行”管理机制的思路。本文观点对当前整治塔河流域、优化配置水资源以及改进。
This paper firslty reviewed the current water resource management mode and its basic characteristics of the Tarim River basin, and analyzed vital barriers of the current water management regime indepeding local economic development. A kind of innovative mechanism based on water property rights trade off was introduced into water management of the basin by the authors. The ideas presented in the paper will be of great significance not only for current regulation and optimized allocation of water resource in the Tarim River basin, but also for the improvement and enhancement of water management for other watersheds.
