摘要
就业问题是国家、社会、市场的权力关系格局及其制度安排的结果。从全球经验看,社会组织能弥补就业系统中的"市场失灵"和"政府失灵",尤其在经济社会转型发展阶段,其就业效能更是表现出持续性和反经济周期性的特点。在我国,社会组织不仅是直接吸纳就业的"蓄水池",还是提供公共就业服务的"催化剂"和促进均衡就业的"平衡器"。因此,应将开发社会组织促进就业的功能作为一项中长期战略,积极构建国家、社会、市场合作发展的就业促进体系。
Employment is a problem of internal harmony and institutional equilibrium in social system. It is also a result of the power pattern and its institutional arrangement between the state, society and market. From the global experience, social organiza- tion can make up for "market failure" and "government failure" in employment system, and shows characters of persistence and reverse economic cyclical. In China, social organization is not only a "reservoir" which directly provides more employ- ment opportunities, but also "catalyst and equilizer" which can provide employment public service and contribute to employ- ment balance respectively. So china should regard it as a long- term strategy to develop the employment promotion function of social organizations and actively construct the cooperative system between the three sectors.
