摘要
针对农业产业结构调整中存在的问题,作为重要参与主体之一的农村集体经济组织,应充分发挥其主导性作用。但是目前农村集体经济组织的相关法律制度欠缺。为此,运用理论创新的方法,从包容性增长理念的视角研究农业产业结构调整中农村集体经济组织法律制度的构建和完善,具体包括:倡导包容性增长理念、强化包容性增长责任、落实包容性增长措施,出台专门的《农村集体经济组织法》,从主体地位、管理体制、主体间关系、产权制度等方面进行规范,从而促进农业产业结构合理化,加快农业产业化进程。
In the adjustment of the agriculture industrial structure,as an important part of the subject participation,the rural collective economic organizations should play its leading role,but now the lack of the related legal system of the current rural collective economic organizations exist.In order to develop and expand the organization of rural collective economy,inclusive growth concept must be advocated,the responsibility of inclusive growth,and its measures by the way of theoretical innovation should be strengthened specific ＂rural collective economic organization law＂ should be introduced,and the main body status,management system,the relation between main body,property right system and so on should be regulated,so as to promote the rationalization of the agricultural industry structure and accelerate the agricultural industrialization process.
