摘要
目前,我国城乡统筹发展中农地市场不完善等问题损害了农民土地权益。为此应健全农地市场制度与机制,如完善农地法律制度,确立市场交易规则;健全政府规制机制,严格市场监督、规范仲裁;建立土地合作组织,鼓励合作组织市场运作;扶持农地市场中介,逐步完备农地融资市场;提高人力资本水平,完善城乡统一社保体系等。惟其这样才能有效保护农民土地权益,顺利推进城乡统筹发展。
At present,in China′s balancing urban and rural development,the rural land market is not perfect,as harms farmers′ land rights and interests.So,some rational land market system and mechanism should be perfected,such as,the law system of land and the government regulation mechanism should be perfected,such as,the land cooperative organization and intermediary organization should be established,the manpower capital level and social security system should be improved,to protect farmers′ land rights and interests effectively,to promote the development of balancing urban and rural smoothly.
