摘要
探索一条不以牺牲粮食生产为代价、城镇化与农业现代化协调发展的道路,加快形成城乡经济社会发展一体化新格局,是我国现代化建设进程中一项带有全局性、战略性和根本性的任务。通过分析全国粮食主产区城镇化与粮食生产之间的关系,深入剖析了土地、产业和制度等制约粮食主产区城镇化的主要因素,结合对河南省的实证分析,探讨粮食主产区在保障粮食安全的前提下推进城镇化的合理路径。
It is an overall, strategic and fundamental task in the process of our country＇ s modernization to ex- plore a coordinated development way of urbanization and agricultural modernization without sacrificing grain yields and to speed up the formation of an integrated new pattern of urban-rural economic and social development. This paper analyzes the relationship between the urbanization and grain production in the national main grain-producing areas, employing the situation of Henan Province as a practical example. It discusses the main restricts such as land, industry and system to the urbanization in these areas, and gives out a rational path of urbanization in the premise of ensuring food security.
