摘要
西部地方高校在实验室设备采购方面有着办学规模大、专业设置多、实验室建设投入不足、设备采购政策死板、环节复杂、时效性差等特点,从而在实验室建设过程中的物资采购会出现各种问题。针对其问题提出了解决的思路及方法,重点给出做好项目调研、优化建设方案、用好有限资金、吃透采购政策、灵活采购方式、严格招标控制的详细操作方法,同时还对采购过程中采购人员素质、零小及耗材采购等易被忽略的几个问题提出了对策,从而使采购工作为学校实验室建设更好地服务。
The west local colleges and universities have these characteristics such as large-scale of running school, more professional setting, laboratory construction investment insufficient, formalist equipment procurement policy, complex link, poor timeliness in the aspect of laboratory equipment purchase. So many sorts of problems about purchasing materials will appear in the process of constructing laboratory, and according to the problems, the ideas and practices are put forward mainly to do project feasibility, to optimize the construction scheme, to make good use of the limited funds, to understand the procurement policies, to make purcha sing way flexible, also a detailed operation method of a strict bidding control is given. Also some countermeasures about purchasing personnel quality , zero small purchase, consumable material purchase and some other problems easily ignored in the process of purchasing are proposed so that the work of purchasing serves university laboratory construction better.
