摘要
作者回顾总结新中国建立以来，先后进行的三轮城市总体规划编制的背景、规划特征、内容及历史使命。针对当前城市总体规划在编制、审批和实施过程中存在的问题，阐述如何使城市总体规划更有效地指导城市发展、建设和管理的改革思路。
