摘要
西部安全是当代中国必须认真思考和研究的重要问题,而清朝末年的"塞防""海防"之争是很好的镜鉴。分析这场论争中不同的观点、理念及清政府的决策,有助于我们准确把握当代西部安全问题的实质:在新时期,国家安全战略的主要方向和潜在目标是什么?在周边安全环境发生变化的情况下,西部安全体系建立的重点在哪些方面?
Security issue in west China should be attached much more attention now, and the disputes of national defense in the Qing Dynasty could showed some precious implications. Analyzing the disputes from different views, and the decisions made by Qing government, could help us understand the essence of security issue： Security strategy and potential target; Focus of security system established in which areas in the process of change in the peripheral security environment.
