摘要
高校学术腐败现象频繁有着深刻的学理根源。在以效率取向学术制度安排和公权力渗透学术研究背景下,部分学术共同体蜕变为"学术特权利益共同体",以知识/权力共生的双面形态左右学术研究的运行轨迹,垄断学术资源和破坏学术民主;大学独特的"单位制度型学术",形成"保护—束缚"二重机制,极易滋生体制内学术腐败;权力场域和利益博弈的强势存在,是学术腐败的深层制度诱因。为此,强化学术共同体的自治和自律、重构学术权力与行政权力的合理边界,协调权力和利益、构建高效清廉的学术同行评议制度,克服学术研究目的的伦理模糊、强化学术腐败的伦理矫治,是治理高校学术腐败的有效路径。
There is a profound academic origin for the frequent occurrence of university corruption. Efficiency - wise academic system and public power penetration into academic research result in the change of academic com- munity into ＂community of academic privilege and interests＂. The symbiosis of knowledge and power steers the run- ning trajectory of academic study, monopolies academic resources, and destroys academic democracy. ＂Unit sys- tem＂ type academic form which is unique of universities has a double mechanism of ＂protection - bound＂, which breeds academic corruption within the system. Power field and interest game are two obstinate contributors for the deep -rooted system of academic corruption. Therefore, strengthening academic community autonomy and self- discipline, reconstructing the reasonable boundary of academic authorities and administrative power coordinating rights and interests, constructing efficient and incorruptible academic peer review system are effective approaches to clarify implicit ethics of academic research purpose, and strengthen the ethical treatment and practical control of ac- ademic corruption in universities.
