摘要
保密管理的核心是对涉密人员的管理,其效能可通过涉密人员的保密技能、保密意识、操作习惯来反映,三者受参与程度、责任制度、管理机制、信息交流、工作影响5项外部因素的影响。通过问卷调查获取数据,建立结构方程模型(structural equation model,SEM)分析因素之间的关系。研究结果表明:责任制度、参与程度对涉密人员保密意识影响最为直接,信息交流对保密技能影响最大,所有内外因素直接或间接影响操作习惯。
Management on secret-related personnel is the core of secrecy management. The effect can be measured through three factors that are inside of the personnel's secrecy quality: secrecy skill, secrecy consciousness and operation custom. These three factors are affected by five outer factors: participation, responsibility, management, communication and side-effect. Structural equation model (SEM) which is built based on data collected through questionnaire that are used to analysis the rela- tionship among those factors. Modeling result reveals that responsibility and participation have the most direct impact on secrecy quality, communication makes the biggest contribution to secrecy skill, and all factors can directly or indirectly affect the operation custom.
