摘要
在分析塔河流域产业发展特点的基础上,以巴州地区为例,研究了矿产资源开发带来经济环境效应。研究结论发现:1995—2009年矿产资源产业对经济总量的贡献率总体水平维持在50%以上,对经济增长的贡献率处于上升趋势;石油和天然气开采业和非金属矿采选业是巴州最具优势的主导产业;矿产资源产业的就业吸纳较强,企业集聚能力强,固定资产投资的贡献率基本上维持在40%以上;矿产资源产业与工业废水排放量、工业二氧化硫排放量呈线性增长关系;矿产资源产业税收成为巴州地方财税收入的重要来源。但是,矿产资源开发的经济效应作用还没有充分发挥,矿产资源行业的发展潜力下降。因此,应高效利用矿产资源,进一步延伸产业链,促进矿产资源开发与环境保护协调发展。
This paper, based on a case study on Bazhou area, analyzes the industrial development features of Tahe river stream, and studies the economic-environmental effect induced by ore resources development, and concludes that mining industry contributes above 50% to the gross economy yield in 1995--2009, with a rising trend. The oil ＆ gas and non-metallic mining is the leading industries in Bazhou. Mining industry needs larger employment, and mining units have stronger concentrating capacity and contribute over 40% to the fixed asset investment. Mining industry increases with waste water discharge and sulfur dioxide emission. Mining tax is a vital part in Bazhou＇s local tax income, but its economic effect has not been fulfilled, leading to descending potential. Ore resources shall be effectively used and extend its chain to promote a concerted development between ore resources development and economic protection.
