摘要
鼓励农村土地承包经营权的合理流转,使农民有了有保障的土地承包经营权,这是农业生产发展的客观要求。从广东省农村土地承包经营权流转的阶段和特点入手,分析了土地承包经营权流转中存在的问题,提出了完善配套相关的法律法规、建立土地承包经营权流转交易平台、引导集中成片流转承包土地和因地制宜适度流转等建议。
The objective requirement of the development of agricultural production gave farmers more full and secure land contract and management right as well as encouraging the reasonable transference of rural land contract and management right.Based on the stages and characteristics of rural land contract and management right in Guangdong province,the existing problems were discussed to provide some countermeasures such as these,improving the relevant subsidiary law and regulations,establishing transference trade platform of land contract and management right,guiding a concentrated transference of land contracted,adjusting appropriate circulation measures suited local conditions and so on.
