摘要
利用山东省等四省831份调查问卷,运用结构方程模型(SEM),基于农户认知的角度,分析了政府、市场及组织监管对农户蔬菜质量安全控制行为的影响程度。研究表明,农户对安全蔬菜生产标准的认识并不准确,大部分农户生产行为不规范;政府对农户蔬菜质量安全控制行为的影响最大,组织的影响次之,市场的影响最小,且三者之间是紧密相关的;在政府、市场及组织的监管措施中,政府的检测力度、市场的责任追溯能力、组织的检测力度对规范农户安全生产行为尤为重要。为进一步规范农户安全生产行为,应同时加强政府、市场及组织对农户的监管。同时,政府还应加强对市场和组织的监管。
Based on 831 questionnaires from the vegetable farmers in 4 provinces of,this paperused SEM model to analyze the regulatory impact of government, market and organization on farmers behavior in controlling vegetable quality and safety. The results showed that the farmers＇ safety knowledge of standards for household vegetable production is not accurate. Most farmers＇ safety vegetable producing behavior was not stand- ardized. Government had the greatest impact on farmers behavior in controlling vegetable quality and safety, the next was the organization, and the minimal was the market factor：the three were closely related. Among the regu- latory measures taken by the government, market and organization, the detection efforts of the government, the re- sponsibility traceability of the market and the detection efforts of organization were the three particularly important factors in regulating the safety behavior of farmers. In order to further regulate the safe vegetables production be- havior of farmers, government, markets and organizations should work together to strengthen the supervision of farmers. On the other hand, governments should also strengthen the supervision of markets and organizations.
