摘要
针对我国药品费用不合理增长的迅猛势头,剖析了引起药品费用不合理增长的四大源头:政策源头是国家缺乏对药品工业宏观控制;补偿源头是医院组织行为的扭曲;直接源头是医师商业性处方行为和落后的传统处方行为;根本源头是患者对药品资源的无限需求和无费用意识。并探讨了控制四大源头的相应对策。
Measures for control of irrational rising of drug expenditure are discussed from aspects: increase macro - level research, prediction, guidance of drug production and market in terms of priorities, choices, supply - demand relations, price management policy; facilitate in - service training and management development to improve the quality of prescription practice; make actual drug diversity a clinical advantage for physicians to choose different mechanisms of action and different prcfiles of interactions for their individual patients; allowing flexibility on the part of physician to adjust drug prescription to what is most favorable for the patient; manage need and expense in ways that move them in the direction of compatibility; improve management policy which can integrate services and promote cost - effectiveness.
