摘要
党和政府长期坚持发展农村社区集体经济的政策取向,在我国法律和中央文件中都有明确的规定和要求,但这一政策预期在实践中却未能很好地落实,究其原因主要是缺乏法规保障。面对农村社区集体经济组织弱化或边缘化的现实,加快立法进程,赋予其法人地位,营造与其他所有制经济主体同等受法律保护和支持的体制、政策环境,稳步探索农村集体经济有效实现形式,维护亿万农民的基本经济权益,提高现代农业生产经营组织化程度,势在必行,为之必果。
The Party and government have insisted for a long time to develop policy orientation of rural community collective economy.There are clear regulations and requirements in our country's law and the central file.However,this policy has not been implemented well in practice;of which the main reason is lack of laws.Facing the reality of the weakening and marginalization of rural community collective economic organizations,we should speed up the legislative process and give it legal status,build system,policy environment protected by law and steadily explore the effective form of rural collective economy,protect the basic economic rights of millions of farmers,improve the organizational level of agricultural production and operation.
