摘要
透明度是贸易便利化问题五大方面(透明度、文件要求、官方程序、自动化和信息技术的使用、通关的行政管理的现代化)之一,也是WTO的基本原则,这就要求进口国在贸易便利化的进程中促进贸易程序、贸易政策以及相关行政管理透明化,随着关税壁垒逐渐降低,非关税壁垒与便利化的矛盾逐渐凸显,文中从扩展透明度定义出发,多角度分析透明度存在的问题,并给出了提高透明度的措施。
Transparency is one of the five aspects of trade facilitation（trasparency;official procedures;use of automation and IT;modernization of administration in clearence） and bisic principles of WTO,so importing countres should promote transpency in trade procedures,policies and related administration management.With the reduction of customs barrier,the contradiction between non-tariff barrrers and facilitation becomes more and more obvious,this paper started with the expansion of Transparency,made analysis of transparency,and proposed some mesures to promote transparency.
