摘要
社会主义警察法治理念是人民警察对社会主义法治理念的具体认识和体现,是依法行政、立警为公、执法为民、尊重法治、崇尚法治、积极参与法治实践的坚定理想和信念。其基本内涵是社会主义法治理念五个方面的内容。公安执法应当树立忠诚的理念;理性、平和、文明、规范执法的理念;立警为公、执法为民的理念;公平正义的理念;公安执法服务大局的理念;宪法法律至上的理念;"以人为本"的执法理念;尊重和保障人权的执法理念;程序正义的执法理念。通过在民警中开展忠诚教育;法治理念教育;创新公安执法理念;消除法律工具主义思想;剔除传统法律文化对法治理念的不良影响和坚持依法办事、公平正义塑造社会主义警察法治理念。
The socialist idea of the rule of law in policing is the recognition and embodiment of socialist concept on rule of law by the police who firmly administrate by law, operate for the public, enforce the law for the masses, respect the law, and actively participate legal practices. Public security law enforcement should establish the con- cept of loyalty, rationality, moderation, civilization, and standardization, etc. All these concepts of rule of law can be established among the police by providing training on loyalty and education on rule of law.
