摘要
在对比分析广州猎德村、深圳上合村两个高度城市化区域城中村改造的具体模式、改造过程中存在的问题基础上,分析不同政策背景下推动城中村改造的途径,得出推进城中村改造的关键问题在于保障村民的发展利益,实现政府、企业、村民三方共赢。对于其中可能存在的矛盾纠纷,政府应更多的以管理者身份引导利益相关者将外部矛盾内部化。
Based on a comparison between the specific modes of urban-village renovation and the problems in the renovation process of two urban-villages respectively in Guangzhou and Shenzhen,this paper analyzes the means of promoting the renovation of urban-villages in different policy contexts,with the result that the key problem to promoting renovation of urban-villages is to protect the development interests of the villagers and to balance the different interests of the government,enterprises and villagers.The paper holds that the government should act more as a manager to guide those stakeholders to internalize the external conflicts.
