摘要
借鉴农业基础理论、农业多功能理论、经济外部性理论和公共财政等理论思想,以粮食生产的基础性、多功能性、正外部性和粮食供求的特殊性为基本依据,分析了粮食生产直接补贴具有其合理性和必要性,指出粮食安全关系国家安全,服务型政府的公共财政的基本职能。
According to the agricultural basis theory,agricultural multi-functional theory,and the theories of economic externality and public finance,the rationality and necessity of the direct subsidies to grain production were analyzed based on the basic,multi-functional and external characteristics of grain production and the particularity of grain supply.It was pointed out that the grain safety concerns national security,and the basic functions of the public finance of service-oriented government.
