摘要
中国的电力工业正在进行“网厂分开、竞价上网”的改革。在回顾了中国电力市场的发展历程后,总结了已投入试运行的3 个发电侧电力市场的运行特点:发电侧电力市场、单一购买模式、部分电量竞价上网、双轨制竞价体系、调度与市场交易一体化。介绍了电力市场中的长期合同交易、现货交易、实时交易、辅助服务等交易形式。展望了中国电力市场的发展前景:电力市场对用户开放,双边交易成为主要交易形式,实时交易的份额增加,可以买卖长期合同即出现期货交易,用户价格体系更加完善。同时,将会形成跨大区电力市场。
Chinese pow er industry is carrying out the trial of generation unbundling and the com petition bidding. After review ing the developm ent process ofChinese power m arket, this paper presents the characteristics of three trialoperation pow er m arkets w ith unbundling generation side, i.e. generation spot m arket, single buyer m ode, com petition bidding to partialelectricity, tw o-parts pricing system , integration of dispatch and pow er exchange. Som e transaction form s in pow er m arket, such aslong-term contracttransaction, spottransaction, real-tim e transaction and ancillary services,are introduced. The prospects of Chinese pow er m arket are given as following∶①Power m arket w illbe open to custom ers; ②Bilateral transaction w illbecom e the m ain transaction form ; ③Portion ofreal-tim e transaction willincrease; ④Long-term contract willbe bought and sold, w hich is futures transaction; ⑤ Price system of custom er w ill be im proved; ⑥Interconnected- regionalpow erm arketw illbe form ed, w hich isbenefitto the application ofresources.
