摘要
第三方绩效评估是由独立于政府部门之外的社会组织对政府绩效水平所进行的评估。当前中国以体制内评估为主体,其评估活动的封闭性严重制约着绩效水平的发挥,这与建设服务型政府的目标相违背。评估主体的确定影响着评估结论的真实性与有效性,对平衡各方利益,提高政府执政水平有重要作用。为此,从评估主体入手,对构建第三方绩效评估体系进行思考,并以"广东模式"为研究对象,提出整合评估主体的利益取向、实施二次评估等政策建议,以期建立与中国国情相适应的地方政府绩效评估模式。
The third party performance evaluation is made by the social organizations independent of the government department for the government performance level.The current system of evaluation in China takes the inside evaluation of the system as the main body,and the closure of appraisal activities restricts the exertion of the performance level,which is against with the target of building a service-oriented government.The determination of the main body of evaluation affects the reality and effectiveness of the appraisal conclusion and has an important role to balance the interests of all parties and improve the level of administration.Therefore,we should start with the main body of the assessment,and ponder over how to construct a third party performance evaluation system,and take the ＂Guangdong model＂ for example,put the interests orientation of integrating the main body of assessment,implement the secondary evaluation in order to establish the performance evaluation model of local government adapting to China＇s national conditions.
