摘要
资源型城市经济转型过程中财政政策起着举足轻重的作用。运用财政政策推进资源型城市经济社会转型必须明确中央政府是资源型城市经济转型的最终责任者,必须兼顾经济发展和忧患意识,做到未雨绸缪,处理好资源产业与接续或替代产业的关系。
For resource-based cities, public financial policies play an extremely important role in the process of their economic restructuring. The following must be clear when using financial policies to promote resource-based cities＇ economic and social restructuring： the central government should take the major and ultimate responsibility in this particular process. It should balance economic development and sense of urgency and also take precautions, handling the relationship between resource industries and alternative industries or substituted industries.
