摘要
十七届六中全会对文化建设提出了更高要求,当今城市之间、区域之间的竞争,已经跨越了单纯的经济硬实力范畴,上升到文化的竞争。西部地区虽然经济社会发展相对落后,文化消费水平不高,但发展文化并非没有机会。以酒城泸州为研究案例,总结了泸州文化建设的现状、问题、机遇和挑战,提出了文化强市的指导思想、战略定位、发展目标,从文化产业、文化事业、公共文化服务、市民素质、文化人才、文化品牌、城市营销等领域提出发展路径,为西部其它中小城市文化建设提供借鉴。
The Sixth Plenary Session of the Seventeenth Central Committee of the CPC has had higher requirements on the cultural building. Nowadays, the inter-city and interregional competition is more than the mere rival of hard economic power but the competition of culture. Despite the relatively backward economic and social developments and the low cultural consumption level, West China still faces some opportunities of developing culture. Luzhou, the wine city is taken as the case in the Article. The status quo, problems, opportunities and challenges of cultural building of Luzhou are summarized. The guidance thought, strategic orientation and development goals of strengthening the city are proposed and the development routine is put forward from the aspects of the cultural industry, cultural cause, public cultural service, quality of the citizens, cultural talents, cultural brands, urban marketing, etc. thus provide a reference for the cultural building of other small and medium cities in West China.
