摘要
信息的可获得性及流通状况主导着政治活动,并对社会治理产生着广泛的影响。经典社会主义体制下的信息流通呈现出"传播失灵"的特征,"数字注水、欺上瞒下"以及"真理报无真理,消息报无消息"等现象即传播失灵的突出体现。传播失灵与经典社会主义体制相互嵌套,经典社会主义体制内蕴了传播失灵,传播失灵又强化并导致了经典社会主义体制的治理困境。对于一个庞大的国家和日益复杂的社会而言,传播通畅是实现社会治理的前提和保证,经典社会主义体制下的传播失灵降低了政治决策的科学性和社会的透明度,给政治决策、政策执行、反馈以及社会治理与社会合作等都带来了巨大的困难。传播失灵是解释经典社会主义体制困境与转型的一个新视角。
The availability and flow situation of information dominate the political activities and have a broad impact on social governance.Under the classical socialist system,the flow of information showed the characteristics of 'communication failure',which embodied the phenomenons of 'false digital,cheating subordinates and superiors' and 'Pravda no truth,News no news'.Communication failure and classical socialist system contained each other.Classical socialist system held communication failure,communication failure strengthened and led to the governance plight of classical socialist system.In a large country and increasingly complex society,communication smooth is the prerequisite and guarantee of social governance.Communication failure under the classical socialist system reduced the scientific nature of political decision-making and the transparency of society,and brought difficulties to political decision-making,policy implementation,policy feedback,social governance and cooperation.Communication failure is a new perspective to explain the plight and transformation of classical socialist system.
