摘要
新医改方案颁布后,卫生工作进入了新的历史时期,乡镇卫生院作为基层卫生服务机构,成为改革的重点,其功能定位必将受到重要影响。如何顺应形势,把新医改政策切实落实到位,是当前面临的新问题。文章提出应从转变服务观念、加大公共财政投入、引进相关人才、积极应对药品"零"差价等方面做好适应性准备和转变,将乡镇卫生院的功能进行重新明确、调整和定位,使之担负起新医改的前沿任务,更好地惠及广大农民,更好地为建设和谐社会服务。
Health work has entered a new historical period after the new medical reform scheme is issued. Township clinics play an important role as basic health service structures. Meanwhile, their functional orientation will be influenced deeply by the new medical reform. It is facing new problem that how to conform the situation and put the new medical reform in place. This article puts forward that township clinics should complete adaptability plans and transformation from following points： change service concept, increase public finance investment, attract the relevant talents and actively respond to ＂zero profit for drugs＂. Clear-cut, adjust and locate the functional orientation of township clinics again. Let the township clinics to take on the frontier task of new medical reform so that serves for extensive farmers and creates a harmonious society.
