摘要
以我国现行排污收费的法规为依据，论述排污收费的目的、作用及原则；通过对电力系统６ＭＷ及以上约３００座火电厂近５ａ来各种排污缴费及返还使用消况分析。提出并分析我国排污收费制度存在的问题；针对问题提出现阶段应坚持“超标收费”、集中使用二氧化硫排污费。逐步实行“费”改“税”等思路与改革建议。
Based upon the China's curent rules converningcharges on pollution discharge, this article expounds the purpose, effect and principle of charges on pollution discharge Through analyzing the payment for various for various pollution dischargesof about 300 thermal power plants with capacity of 6 MW and above each in the power systeln over the past five years,and the use status of charges repaymint, this article puts forward and analyzes the problems existing in China's chargessystem on pollution discharges; and in in view of these these problems holds that over-standard , charges and centralized utilization of charges on SO, emissions should be adhered to at emissions should be adhere to at tiff' present stage, and the conversion of 'fee' to 'tax' reformshould be implemented step by step.
