摘要
根据国内外对规划环评布局技术方法的研究,以洛阳高新产业集聚区为例,总结出一套适合园区规划环评布局研究的方法体系。按照规划空间尺度由大到小的顺序,依次采用AERMOD模型法、GIS叠图法以及相关的法律法规要求等技术方法,对洛阳高新产业集聚区规划空间布局的合理性进行评价;预测规划实施后对大气环境、水环境、生态环境等环境要素以及敏感点的影响,最后用法律法规对初评结果进行校正,确保规划布局既满足环境保护目标的要求又不与法律法规相悖;从环保角度判断规划布局的整体合理性,为规划调整建议的提出提供科学的依据。结果表明,高新产业集聚区规划环评布局的方法体系研究对同类型园区规划环评工作的开展具有一定的指导和借鉴作用。
Based on the research of the technical method of plan environmental impact assessment(PEIA)layout at home and abroad,taking a high-tech industry cluster district in Luoyang as an example,a method system suitable for PEIA layout in the industry cluster district was summarized.According to the planning spatial scale,the order was from large to small,using AERMOD model,GIS overlay method and related laws and regulations in turn,an overall evaluation to spatial distribution rationality of the high-tech industry cluster district was made.The effects produced by the planning on atmospheric environment,water environment,ecological environment and other environmental factors and sensitivity points were forecasted.Finally,the preliminary evaluation results were corrected by related laws and regulations,to ensure that the planning layout not only met the requirements of environmental protection target,but also accorded with the demands of laws and regulations.Estimate overall rationality of planning layout from the point of view of environmental protection,this method system provided a scientific basis for the planning adjustment proposal.The results showed that this method system could provide some guidance and reference to the PEIA of same type of zones.
