摘要
发展著作权代理公司是著作权交易市场的现实选择,也是我国数字图书馆建设的需要。由中国图书馆学会牵头申请成立著作权代理公司,专门负责授予数字图书馆作品使用权,将是一个可行的构想。著作权代理公司分设不同类型的作品管理部门,延伸公司的授权职能,赋予图书馆优惠或豁免待遇,将有利于推进我国数字图书馆建设与发展。
Developing the copyright agent is the realistic choice of the copyright trade market, but also the need of China digital library construction. It will be a feasible idea that Library Society of China apply to establish the copyright agent which is exclusively responsible for authorizing the right to use works for digital library. The copyright agent sets up different types of copyright works management departments, extends the company＇s authorization functions and gives to libraries with preferential or exemption treatment, which will help the construction and development of China digital libraries.
