摘要
在医保付费制度上,应当建立超定额费用分担机制,超支费用应当由医疗保险经办机构、参保单位和医院按比例共同分担,而不应由医院全部负担;医疗费用的补偿政策应充分体现在对大病、重病的保障力度上,因重病和疑难病症需要消耗更多的卫生资源。
In the Medicare payment system, should be established over a fixed cost-sharing mechanisms, cost overruns by the health insurance agencies should be, insured units and hospitals in proportion to share, and not by the full burden of the hospital. Compensation policy for medical expenses should be fully reflected in the serious illness, efforts to protect seriously ill, difficult cases because of serious illness and need to consume more health resources.
