摘要
当前学者在研究农村土地征收问题时大多忽略了农村集体经济组织在其中的作用。农村集体经济组织是土地的所有者,是土地征收关系的一方当事人。完善集体经济组织在土地征收中的作用可以在实质上保障土地所有者的权利。完善集体经济组织参与土地征收的方法要明确集体经济组织的主体范围和所有权范围,加强对集体经济组织的行政帮助,改进集体经济组织的内部治理。
Men of learning mostly ignore the role of collective economic organizations in rural land levy when they do research on it in current.Rural collective economic organization is the owner of the land and one party of land levy.Perfect the role of collective economic organization in land levy could guarantee the rights of the owner of land essentially.The way of perfecting the role of collective economic organization in land levy is clearing the subject and the scope of ownership of collective economic organization,strengthening the administration help to collective economic organization and improving the inner governance of collective economic organization.
