摘要
环境发展以及能源利用影响着公共交通运输管理,低碳运输在中国虽然只是起步阶段,但却面临着机遇与挑战。因此,应当系统地规划交通线路,建设现代综合运输体系,加快城市主、次干道和快速路建设,合理安排机动车道和人行道的建设,提高道路利用率,加强公共交通运输效率,真正实现快速流通,降低公共交通运输资金的耗费;重视公交轨道交通,提高服务质量,增加作为出行选乘方式的吸引力;合理规定排放标准,强化交通运输管理;完善信息系统,提高信息的综合运用,发展ITS智能运输,使用HT-UTCS等交通控制系统,同时重视交通法制教育,人人懂交通法规,依法交通,这样就能实现低碳运输。
Environmental development and energy use affect the public transport management. Although it just lies in the initial stage, low carbon transport in China also faces with opportunities and challenges. Therefore, it is imperative to systematically plan transportation routes, construct a modern integrated transport system, accelerate the construction of the eities＇ main and secondary roads and highway, reasonable arrange the eonstruction of motor vehiele lanes and sidewalks, improve road use effieiency, enhance public transport efficiency to really realize fast flow and reduce the cost of public transportation funds, pay much attention to public rail transit and improve service to enhance its attractions as trip ways, reasonably rule emission standard, strengthen traffic management, improve the information system to increase the integrated information use, develop ITS intelligent transport, use HT- UTCS and other traffic eontrol systems, stress legal education regarding traffic to have everyone understand traffic laws and regulations, and get involved with traffic in eompliance with laws and regulations so as to realize low- carbon transport.
