摘要
为充分利用水电的储能能力以平抑风电出力在负荷高峰时段的日间波动性,提出了在冬季枯水期水电—风电系统日间联合调峰运行策略。该策略以月度为决策周期、以周为时间间隔进行滚动决策,在充分考虑风电不确定性风险、调度人员风险态度、新运行信息的基础上,确定水电—风电联合系统在负荷曲线上的运行位置及有效调峰容量,从而为调度决策提供参考。理论分析和算例表明,在冬季枯水期,联合运行不仅可以平抑风电出力在负荷高峰时段的日间波动性,还可以充分利用水电的闲置容量和风电电量进行调峰,提高系统的调峰能力。
In order to utilize the energy storage capability of hydropower to stabilize the large inter-day fluctuations of wind power output in daily peak hours,a new operation strategy combining the hydropower with wind power to regulate the peak load is proposed.The strategy makes a weekly rolling decision in a month,determining the operation position and the available peak load regulating capacity for hydro and wind power combined system by consideration of uncertainty risk of wind power,risk attitude of operators and the new operation information.The results of strategy can provide references for operation decisions.The theoretical analysis and example show that the combined operation system in winter dry season can not only stabilize the large inter-day fluctuations of wind power output in daily peak hours,but also improve the system peak load regulating ability.
