摘要
铁路改革十余年来未冲出旧体制框架的根本原因,是没有对资产管理制度进行变革。在旧的资产关系下,不可能形成新的经营机制。因此,运用现代产权理论,改革现行铁路资产管理体制,试行资产承包、资产租赁或股份制等新型资产管理制度,并相应改变行车调度指挥方式与运输收入分配方式,按照新的资产关系重组铁路运输企业,才能不断深化铁路改革,转变运输企业的经营机制。
The basic reason why railway reform has notbroken the old system frame in the last 10 years is that management system of assets was not reformed. Since a new operational mechanism can not be formed under the old relationship of assets, modern theory of property rights should be applied in reforming the conventional management system of railway assets and. trying out a new system of asset contracting, asset leasing, or shareholding. Moreover, The patterns of train operation control and transportation revenue distribution should be changed, and railway transportation enterprises should be reorganized according to new relationship of assets. Only in this way can railway reform be deepened and operational mechanism of transportation enterprises be transformed.
