摘要
根据市场经济及高等学校的特点,阐述了高校建立相对稳定教师队伍的必然性,分析人才流动的新形势,论述了建立高素质教师队伍的有利条件及其建立相应改革政策和措施的重要性.
The necessity for setting up the relatire stable team of teachers was introduced in this paper according to the feature of market economy and high education. The advantage condition of building up a high qualific teacher's team and the importantance of the various policies and means of reform were explained after analysing the new situation of brain drain.
