摘要
我国于2009年发行了自改革开放以来的首次地方政府债券,在带动地方经济发展的同时,也暴露了一些问题。本文从我国地方政府债券发行的现状和存在的问题出发,在充分总结美国、日本、英国等国家在地方政府债券管理方面的经验和教训基础上,提出了构建我国地方政府债券发行与管理的相关政策建议。
China issued the local government bonds for the first time since the reform and opening up in 2009,which promotes local economic development,but at the same time exposed some problems.This paper starts from the current situation and existing problems of the local government bond and then summarizes of the experiences and lessons learned from the United States,Japan,Britain and other countries in the management of local government bonds,at last we propose some relevant policy and suggestions to build our local government bond issue and management.
