摘要
改善能源贫困是国家可持续发展、建立社会公平体系的重要内容。本文通过对中国能源贫困现状的分析,发现我国能源贫困人群以依赖传统生物质能的农村居民为主,主要聚集在东北、西部省市且学历层次较低,同时能源贫困导致了我国严重的健康损失。本文通过分析农村家庭经济条件改善与能源贫困的关系发现,改善能源消费结构并非经济水平较低时农村居民的首要选择,且清洁能源发展水平会左右居民消费清洁能源的积极性。为此我们建议政府部门多管齐下,采取措施增加农户收入,同时重视农村地区清洁能源发展,以实现减缓能源贫困、建设清洁的社会主义新农村目标。
Alleviating energy poverty is an important issue for sustainable development and social equity.This paper discusses the challenge of energy poverty of China.Energy poverty affects many Chinese who rely on traditional biomass and live in rural area,especially in the northeast,the western provinces.These people are on low educational level and suffer from severe health burdens caused by energy poverty.By analyzing the relationship between economic wealth and firewood consumption,we find that improving the energy consumption structure is not a priority when rural residents live at lower standards and the level of clean energy development could affect the enthusiasm of consumption.While,increasing rural households＇ economic wealth and taking clean energy development seriously are both important to alleviating energy poverty.
