摘要
随着当前社会矿产资源的日益消耗和环境保护要求的不断提高,矿产资源的综合利用日趋重要。本文根据我国矿产资源的禀赋特征和需求形势,通过对当前技术条件下矿产资源综合利用内涵的界定以及对我国开展矿产资源综合利用重要性、必要性的阐述,讨论了我国开展矿产资源综合利用的潜力,并结合当前我国矿产资源综合利用过程中存在的问题及其原因分析,从政府层面、企业层面、科研层面、社会公众层面4个角度提出了加强我国矿产资源综合利用的对策与建议,为保障我国矿产资源得到有效利用,以及缓解我国经济社会发展面临的资源与环境制约提供科学依据。
As mineral resources are consumed and environmental protection requirements become strict,it is important for mineral resources to be used comprehensively.This paper,based on China＇s mineral resources abundance and demands,discusses the connotation of comprehensive utilization of mineral resources and its importance and necessity,analyzes the potentials,and combines the current issues in comprehensive utilization of mineral resources,and presents approaches from governmental level,enterprise level,research level and social level,aiming at providing references in efficiently using mineral resources and mitigating the constraints in resources and environment which are now baffling China＇s economic and social development.
