摘要
集体林权制度改革像土地家庭承包经营一样,是农村系列改革的继续和深化,其意义是稳定和完善农村基本经营制度、促进农民就业增收和推进现代林业发展。但集体林权制度改革涉及面广、情况复杂、任务艰巨。笔者对广西宁明县集体林权制度改革的实际情况进行了调查,对其存在的问题进行了深入分析,并提出改革的对策和建议,以期促进边境地区集体林权制度改革的质量。
The reform of the system of collective forest rights covers a wide range,the reform tasks are complex and arduous.Based on the actual situation in mountainous border in Ningming county Guangxi District,the author brought out the problems of its in-depth analysis,and the reform measures and proposals to promote the reform of collective forest right system quality.
