摘要
文章在对国内外政府信息资源规划研究与实践进展进行综合述评的基础上,对转型期我国政府信息资源规划的相应转型提出了若干设想。政府信息资源规划应面向政府转型、面向政府信息资源生命周期和面向信息资源要素集成,从而实现政府信息资源规划的全要素规划、跨组织的全方位规划和面向权利保护与社会服务的开放型规划。文章设计了转型中的政府信息资源规划结构模型,并提出了若干规划设想。
Based on the comprehensive review of the progress of government information resource planning researches and practices at home and abroad, the paper advances several ideas about the corresponding transformation of government information resource planning in the transition. The government information resource planning should be for the government restructuring, for the life cycle of government information resources and for the information resources factors integration, in order to achieve the total factor planning, the inter - organizational comprehensive planning and the rights protection and social services oriented open planning of the government information resource planning. The paper designs the structure model of the government information resource planning in the transition, and proposes a number of planning assumptions.
