摘要
文章以浙江省农业科学院为例,概述了2000年以来科研院所行政后勤在为科研提供保障服务进程中,在转变运行机制、提高职工综合素质、提升服务质量、加强标准化建设和文化建设等方面所取得的进展和业绩,剖析了农业科研院所在转型升级的新形势下,行政后勤管理中存在的一些共性问题,并提出了农业科研院所行政后勤管理创新的对策和建议,如要继续深化改革,与市场经济接轨,提升服务能力;要从德、能、勤、绩等方面完善职工考核制度,促使后勤工作为科研提供优质保障服务;要以人为本,健全内部养老保险统一管理制度,使后勤队伍建设得到保障等。
This paper took Zhejiang Academy of Agricultural Sciences as an example,and provided an overview of the breakthroughs and achievements that have taken place in administration and logistics reform at agricultural academies and institutions since 2000 for the improvement of working mechanism,enhancement of work quality and capacity building.It analysed some common problems in administration and logistics in the time of transformation and upgrade of academic institutions.It proposed countermeasures and suggestions to major issues in administrative and logistic mechanism such as keeping in line with the market economy,improving staff evaluation system with balanced criteria of morality,ability,diligence and accomplishment,and achiving a sound insurance and pension system,so as to guarantee its service for scientific research.
