摘要
社区是城市的细胞,社区建设是城市建设重要环节。社区教育是构建"全民学习、终身学习"教育体系的重要组成部分。按照十七大提出的"发展远程教育和继续教育,建设全民学习、终身学习的学习型社会"的战略部署,国家教育部在全国各地开展了社区教育实验区、示范区试点,全国广播电视大学系统也在积极探索、研究社区教育的有效实现形式。根据自贡市"十二五"发展规划纲要提出的"推进城乡统筹发展、提高全民素质、努力把自贡建成学习型城市"的目标,自贡电大从自贡统筹城乡发展角度,对构建自贡统筹城乡的社区教育体系进行了系统研究,以此为市委市政府及相关部门提供决策参考依据。
Genetically functioning as cells of urban cities, communities constitute an important part of urban construction. Regarded as a vital component of a comprehensive education system characterized by ＂life long learning process at grass - root level＂ to ensure a learning - type urban structure. In the light of the strategic deployment of ＂developing distance education to construct a learning - type society that aims to in- volve a life - long learning process at grass - root level＂ initiated during the 17th Session of the National Congress, the national Department of Education has waged a campaign of community - based educational trial and model regions around the whole country. Taking initiatives in this advocate, broadcasting -and -television universities at all levels are also engaged in a thorough effort of exploring an effective form of community - based education. According to the goal of ＂promoting urban -rural comprehensive development and enhancing national quality in order to bring Zigong into a learning - type city＂ outlined in the guidelines of the ＂ 12th Five - year Planning＂, Zigong Broadcasting - and - Television University has conducted systematic research on its community - based education system from the perspective of urban - rural development, and sub- mitted the results as a reference for decision making to the municioal Party Committee, municipal government and other related government organs.
