摘要
构建法治政府是实现依法治国基本方略的关键环节,是建设法治国家与法治社会的核心内容,也是事关国家政治经济社会发展全局的系统工程。法治政府的生成遵循着自身特有的规律,法治政府决不是"法治"与"政府"的简单叠加,就实质而言,法治政府是"法治"与"政府"的宪政整合,这一结论是从现代法治的一般面貌、宪政对法治的基本要求以及法治政府的构成要件的关联分析中得出来的。
Constructing government ruled by law is the key to realize ruling the nation by law, and the core to build the country and society ruled by law,and it is also a systematic engineering related to a nation＇s political, economic and social development. The formation of a government ruled by law follows its own rules. Government ruled by law is not a simple combination of ＂ruling by law＂ and ＂government＂, but a constitutional integration of both in essence. Such conclusion is drawn from the correlating analysis of the general features of modern rule-of-law, the fundamental requirements of constitutional government and the key constituents of a government by law.
