摘要
绩效评价是政府公共支出管理的一项重要制度,强调公共支出管理目标与成果及效率的关系。基于模糊综合评价理论,对水利项目财政支出的管理、资金使用效率和效益等开展绩效评价,同时通过结果反馈,完善和调整公共管理的决策方针,提高管理水平,实现效率和效益的最大化。
Performance evaluation is an important system in the government＇s public expenditure management,which emphasizes the relationships between objectives,outcomes and efficiency.In addition,performance evaluation is an objective results-oriented concept and method for management,used to improve the management,funds＇efficiency and effectiveness.Then,based on the fuzzy comprehensive evaluation theory,performance evaluations of the management,efficiency and effectiveness of funds were studied.Finally,the decision-making approach about the public administration and the management level were improved and adjusted to achieve the maximization of the efficiency and effectiveness based on the results feedback.
