摘要
本文分析了社会主义市场经济下市场的作用和政府职能，指出发挥市场优化配制资源基础作用，加强政府宏观调控力量，运用经济和法律等手段，是实现自然资源科学管理的重要途径。
This paper analyses the function of markets and the roles of the government under the conditions of socialist market economy. It is pointed out that optimizing deployment of natural resources through markets, reinforcing the macro-control of the government and employing economic and legal means are the important ways to realize scientific management of natural reousrces.
