摘要
通过对福建省22家重点农产品出口企业的问卷调查,详细考察了国外SPS措施对福建省农产品出口的影响。调查结果表明:SPS措施已成为除汇率外影响福建省农产品出口的最重要因素;福建水产品、茶叶和蔬菜受到SPS措施的影响较大;日本和欧盟的SPS措施对福建省农产品出口企业的冲击较大;企业受SPS措施影响的原因,既有国内外标准差异过大、国外标准过高、信息不对称等外因,也有企业出口的农产品质量安全水平较低这一内因,等等。在调研基础上,从政府、协会和企业等层面提出了应对SPS措施的建议。
This paper is mainly to study the impact of SPS measures on export of agricultural products in Fujian Province by questionnaire surveying 22 enterprises.It found that SPS had become the most important factor affect export of agricultural products in Fujian Province,besides the foreign exchange.Aquatic products,vegetable and tea are seriously affected products,the impact from Japan and EU are more serious than other markets.The reasons that the enterprises in Fujian Province restricted by SPS are including external factors such as the great difference between Chinese and foreign standards,too high standards of foreign SPS,insufficient information and the internal factors such as the low quality and safety of Chinese agricultural products.Based on the survey,it gives some suggestions to deal with SPS in the regards of government,intermediate organizations and enterprises.
