摘要
新疆高校多是民汉学生混合模式,具有学生民族成分复杂,学生文化背景多样等特点不同于其他高校的特殊性。近年来时有发生的敏感性群体事件更是具有明显的社会气候性、高度紧急性特点和规模化、组织化趋势,使得公安机关处置的难度大,风险更大。这要求公安机关不仅要树立大局意识、充分把握民族政策、法规,更要做到依法处置,柔性处置,因情施策,策略灵活,方能实现妥善处置。
There are both Han nationality and minority students of different culture backgroud studying together in colleges and universities in Xinjiang autonomous region.It＇s hard and risky for local public security bureaus to handle sensitive mass incident among students because it＇s usually influenced by certain social event and urgent to be solved.It even tends to be of larger scale and more organized.Thus,in order to deal with such incident well,public security organs are required to have a general view over the situation,fully understand minority policies and regualations for appropriate law enforcement in accordance with changing situation.
