摘要
环境影响技术评估是建设项目环境影响评价文件审批前的一个重要环节,结合住宅类房地产项目的特点,提出对该类项目环境影响评价文件进行技术审查的重点应包括项目选址建设与相关法律、法规、产业政策及规划的相符性,施工期环境影响评价、营运期水环境影响评价,项目内、外环境影响评价等方面,并就该类项目环境影响评价中存在的常见问题进行了探讨,以期为住宅类房地产项目环境影响评价和环境影响评价文件审批提供技术指引和决策参考。
The environmental impact assessment （EIA） technical review is an important part of construction projects environ- mental impact statement（ EIS） approval. According to the character of residential real estate projects, this paper puts forward em- phases of technical review including conformance analysis of industrial policy, construction period EIA, operation period EIA,internal environment EIA and external environment EIA, and points out some questions that should be paid attention to in the EIA of residential real estate projects, in order to provide some technical directions and decision - making references for construction projects EIA and EIS approval.
