摘要
文章建立一个把完全竞争的产品市场和古诺竞争的废弃物处理市场镶套在一起的模型对庇古税制是否有效和企业该选择何种废弃物处理技术问题进行研究。结果表明:基于禁止性干预的高庇古税将促使企业对废弃物实行自处理;如果废弃物处理技术具有较强的规模经济,还会催生第三方废弃物处理市场的形成。
Does Pigou tax system work and how do producers choose the wastes disposal technology？ To answer this question,this paper built a model to study a perfect competitive product market combined with a Cournot competitive market of wastes disposal.The model results show that,the producers may have the motive for disposing wastes all by themselves if the tax rate of discharging pollutants is enough high under the Pigou tax system with prohibited interventions;while they will appeal to the third party to dispose wastes if the wastes disposal technology has obvious scale economy,which may induce the formation of a third party wastes disposal.
