摘要
本文结合日本和韩国两个东亚国家在金融危机之中所受到的冲击和应对危机的措施、表现以及改革的动向进行研评,认为金融体制需要根据社会经济条件的变化及时进行调整,监管理念和技术也应不断加以改进和创新。我国需要借鉴日本与韩国在金融危机中的经验和教训,强化集中、协调、统一下的跨行业金融监管机制,探讨金融商品的横向统一规制、资本市场统合立法问题,实行统一、综合监管,逐步统一监管标准,使金融体制建设真正走上法制化的轨道。
This article is based on the influences and reactions of Japan and Korea during the inter- national financial crisis, and with research on their reforms, indicates that the financial system needs to be adjusted when social economic condition changes. Also, the ideas and techniques of supervision should be improved and innovated. China may explore more experiences and draw more lessons from the two Asian countries in dealing with the financial crisis, and strengthen the cross - sector financial super- vision system with emphasis on concentration, coordination and integration. What is more, we should ex- plore how to legislate for broad wise uniformity of financial commodity and capital market, putting them under control, and thus institutionalizing financial system.
