摘要
政府权力异化是客观存在的现象。政府权力异化的结果是公共政策偏离公共行政的目标以及政府行政管理人员的腐败。政府权力异化的原因是多方面的,既有政府与社会之间的利益冲突原因,也有制度的缺失、无效以及行政管理人员的道德原因。防范政府权力异化,重要的是避免利益冲突。为此,首先要加强民主制度建设,其次要规范政府行为,最后要提高政府行政管理人员的道德责任意识。
The alienation of government power exists. The result of this alienation is that public policies deviate from the aims of public administration and the corruption of government personnel. Reasons for this alienation include both conflicts of interests between the government and society and lack, ineffb cieney of policies, and the morals of administrative personnel. To prevent the alienation, it is important to avoid conflicts of interests. For this purpose, first, the construction of democracy should be intensi- fied; second, government behavior should be standardized; at last, the moral awareness of administra- tive personnel should be raised.
